One of the most promising options is to create more rental units, and secondary suites, including laneway homes and basement suites, are a key part of the solution.

Program Details and Eligibility

  • The Secondary Suite Incentive Program aims to assist up to 3,000 homeowners in British Columbia.
  • Eligible projects include the construction of new basement suites, garden suites, or laneway homes. Renovating existing suites is not covered.
  • To qualify, you must be a Canadian citizen or a permanent resident, and your property's market value must be less than $2.125 million.

Forgivable Loans: How They Work

The program offers forgivable loans covering up to 50% of construction, design, and implementation costs, with a maximum forgiveness cap of $40,000. Suppose your total expenses amount to $80,000; in that case, they will forgive 50% or $40,000.

Income and Zoning Requirements

To qualify for the loan, your family's combined income must be under $209,000. Additionally, you must adhere to municipal zoning regulations. Please consult your local municipality for guidance on specific zoning rules.

Key Considerations for Rental

  • You are required to rent the suite at a rate below the rental cap set by the BC government for a minimum of five years.
  • You cannot rent to immediate family members, friends, or spouses. It must be someone unrelated to you.
  • The loan is repaid over five years, with 20% forgiven annually. This means you don't receive the entire amount upfront.

Applications for the Secondary Suite Incentive Program will open in April 2024 and will be processed on a first-come, first-served basis. Be prepared; there's likely to be significant interest in this program.
